I haven't opened up my gauge cluster recently so I'm basing everything off of what you wrote, but could you not just make up a circuit to replace that third IC? Does it do anything besides just taking a signal and modifying it a bit before outputting it to the speedometer? I'm assuming maybe the speedometer is a stepper motor and the chip also contains the driver circuitry?
It sounds like this modification would require more than just turning a potentiometer or changing a resistor, but it doesn't sound impossible. Unless I'm missing something?
